InvitationToBidWSFHCDentalClinic_EquipmentVendor_FINAL_04292026.pdfSealed bids must be delivered to the District no later than 10:00 a.m. (Pacific Daylight Savings Time) on May 20, 2026, at the District’s Administrative Office located at 115 Adkisson Way, Taft, CA 93268, at which time they will be publicly opened and read aloud.
A non-mandatory pre-bid meeting will be held on May 12, 2026 at 1:00 p.m. via Zoom. The Zoom meeting link and access information will be made available on the District’s website at wshcd.org or by request by contacting the District office at rshultz@wshcd.org.
Invitations for Bids and Bidding Documents, including a list of the Equipment sought for the Project (the “Equipment List”), may be obtained beginning April 29, 2026, at 2:00 p.m. (P.D.S.T.) by email request rshultz@wshcd.org, hard copy (for a nonrefundable fee of $25.00 per set) from West Side Health Care District 115 Adkisson Way, Taft, CA 93268, or on the District’s website wshcd.org.

The Bidding process for this project is divided into two (2) phases.
*Phase 1*
During the first (1st) phase, the District will receive applications for potential Bidders to be pre-qualified to Bid on the project. Each applicant desiring to Bid on the project must complete, execute and submit the form of DECLARATION RE: BIDDER QUALIFICATIONS attached as Exhibit A to the Instructions to Bidders included herewith in order for the Owner to determine whether or not such applicant shall be deemed pre-qualified to submit a Bid.
Only contractors who comply with that process and are deemed pre-qualified (based upon the DECLARATION RE: BIDDER QUALIFICATIONS completed, signed and submitted by such contractors in accordance with the Instructions to Bidders) (each, a “Pre-qualified Bidder”) shall be allowed to submit a Bid to perform the Work for the Project.
Contractors desiring to bid on the project are to complete, sign and deliver the required DECLARATION RE: BIDDER QUALIFICATIONS to the District at 115 Adkisson Way, Taft, CA 93268, before 10:00 a.m. (P.D.S.T.) on January 15, 2026.

Contractors will have until January 27, 2026 to appeal the District's decision by which an informal hearing by a date no later than February 5, 2026.

The following form includes the District's decision of pre qualification status for firms which submitted a pre qualifcation application by the date specified in the Public Notice for this project.

During the second (2nd) phase, Sealed bids will be received by the District from Pre-qualified Bidders at 115 Adkisson Way, Taft, CA 93268, until 10:00 a.m. (P.D.S.T.) on February 12, 2026, for the WEST SIDE HEALTH DENTAL CLINIC, at which time the bidding will be closed. Promptly following the closing of the bidding, all timely submitted bids received from Pre-qualified Bidders, will be publicly opened and read at the District’s offices at the above-address.

All questions regarding this project must be submitted in writing to Owner Representative- Ryan Shultz rshultz@wshcd.org and Project Architect Paul Dhanes paul@pdaarchitect.com .
All RFIs must be submitted by February 5, 2026 2:00 p.m. (P.D.S.T) Submissions after this time will not be responded to. Contractors are encouraged to submit RFIs early in order to allow timely responses from the Owner abd Architect.
Responses to RFIs that result in plan clarification will be posted as an addendum on the District's webage under Construction Plan Addendums. In order to promote transparency, fairness and consistency all submitted questions and answers will be published in the Project RFI Log and attributed to the submitting contractor.
