NOTICE IS HEREBY GIVEN that the West Side Health Care District (the “District” or “Owner”) desires a remodel of existing medical office space (approximately 2,780 square feet in size) to provide convenient patient access and efficient operational use of multiple health care services provided in the project building, which include dental, laboratory and radiology services. This project consists of interior and exterior improvement for a new dental office in an existing medical office building. Revisions will be made to mechanical, electrical and plumbing systems. Structural work will include reinforcing existing roof framing and installing a new roof system for new mechanical units. The scope of work includes all labor, materials and equipment required to otherwise complete the project in accordance with the Construction Plans prepared for the Project, including but not limited to all associated electrical, mechanical, plumbing, Title 24, and comply with all General Conditions. During construction the contractor is expected to develop a work schedule with the District that allows the District and its Tenant to continue to provide health care services during its normal business hours Monday-Friday, 7 am-9pm and Sat/Sun 10 am-9 pm. Work is expected to take place during normal business hours.

The Bidding process for this project is divided into two (2) phases.  During the first (1st) phase, the District will receive applications for potential Bidders to be pre-qualified to Bid on the project.  Each applicant desiring to Bid on the project must complete, execute and submit the form of DECLARATION RE: BIDDER QUALIFICATIONS attached as Exhibit A to the Instructions to Bidders included herewith in order for the Owner to determine whether or not such applicant shall be deemed pre-qualified to submit a Bid.  Only contractors who comply with that process and are deemed pre-qualified (based upon the DECLARATION RE: BIDDER QUALIFICATIONS completed, signed and submitted by such contractors in accordance with the Instructions to Bidders) (each, a “Pre-qualified Bidder”) shall be allowed to submit a Bid to perform the Work for the Project.  Without limiting the foregoing, any applicant who answers “Yes” to any of the questions set forth in Section 1 of the DECLARATION RE: BIDDER QUALIFICATIONS shall be disqualified and therefore shall not be a Pre-qualified Bidder.  The submittal and opening of the Bids submitted by Pre-qualified Bidders, and the Owner’s potential awarding of the Contact as set forth in Section 5.3 of the Instructions to Bidders, shall take place during the second (2nd) phase of the Bidding process.

Contractors desiring to bid on the project are to complete, sign and deliver the required DECLARATION RE: BIDDER QUALIFICATIONS to the District at 115 Adkisson Way, Taft, CA 93268, before 10:00 a.m. (P.D.S.T.) on January 15, 2026.  The District will not accept applications by contractors to be deemed Pre-qualified Bidders for the project after that time.  Promptly following the closing of the pre-qualification submittal process at the above-stated time, all timely submitted DECLARATIONS RE: BIDDER QUALIFICATIONS received from contractors will be publicly opened and read at the District’s offices at the above-address and the District will thereafter publish on its official web-site a list of all contractors that are determined by the District to be Pre-qualified Bidders.  Any contractors that submits a DECLARATION RE: BIDDER QUALIFICATIONS, as provided above, but who is not determined to be a Pre-qualified Bidder, may appeal the District’s decision by not later than 10:00 a.m. (P.D.S.T.) on January 27, 2026, and the District will conduct a hearing on any such appeal by a date no later than February 5, 2026.  In the event that any applicants are determined by the District to not be Pre-qualified Bidders, the District will publish on its official web-site further instructions for appealing the District’s decision in that regard.

Sealed bids will be received by the District from Pre-qualified Bidders at 115 Adkisson Way, Taft, CA 93268, until 10:00 a.m. (P.D.S.T.) on February 12, 2026, for the WEST SIDE HEALTH DENTAL CLINIC, at which time the bidding will be closed. Promptly following the closing of the bidding, all timely submitted bids received from Pre-qualified Bidders, will be publicly opened and read at the District’s offices at the above-address.

Two pre-bid meetings will be held at 10:00 a.m. (P.D.S.T.) on January 21, 2026 and February 3, 2026. This meeting is to inform contractors of project requirements. Contractors should meet at 115 Adkisson Way, Taft, CA. Attendance at the pre-bid conference is not mandatory.

Bids are required for the entire work described herein.

Invitation for Bids and Bidding Documents for bidding this project (including the Construction Plans prepared for the Project) may be obtained by prospective bidders beginning January 8, 2026, at 10:00 a.m.  (P.D.S.T.), by electronic-mail request delivered to Owner at rshultz@wshcd.org or in hard copy for a nonrefundable fee of $25.00 per set from the West Side Health Care District, 115 Adkisson Way, Taft, CA.

Additional requirements for bidding are set forth in the Instructions to Bidders included in the Bidding Documents. Without limiting those requirements, bids must be submitted on the Bid Proposal Form provided by the West Side Health Care District.

No bid will be accepted from a contractor who has not been determined by the District to be Pre-qualified to bid on the project.  Furthermore, no bid will be accepted from a contractor who has not been licensed in accordance with provisions of Chapter 9 of Division 3 of the Business and Professions Code. A valid California Contractor’s License, Class B, General Building Contractor, is required for this project. This will be a public works project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county in which the work is to be done have been determined by the Director of California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project and are available at West Side Health Care District, 115 Adkisson Way, Taft, CA, and available from the California Department of Industrial Relations’ Internet web site at http.//www.dir.ca.gov/DLSR/PWD. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be listed on a bid proposal or awarded a contract for this project unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.

The District reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period not to exceed 60 calendar days.
