NOTICE INVITING SEALED BIDS FOR PUBLIC WORKS CONSTRUCTION PROJECT
Project Title: Building "A" Remodel and Building Renovation

NOTICE IS HEREBY GIVEN that the West Side Health Care District ("District") invites and
will receive sealed bids for the furnishing of all labor, materials, equipment, and services
necessary for the Building Remodel and Building Renovation Project.
Sealed bids must be delivered to the District no later than 10:00 a.m. (Pacific Daylight Savings
Time) on July 7, 2025, at the District administrative office located at 115 Adkisson Way, Taft,
CA 93268, at which time they will be publicly opened and read aloud.
A non-mandatory pre-bid meeting will be held on May 29, 2025 at 10:00 a.m. (P.D.S.T.) at the
project site located at 100 E. North Street, Taft, CA 93268. This meeting is to inform contractors
of project requirements.
Invitation for Bids and Bidding Documents, including the Construction Plans prepared for the
Project, may be obtained beginning May 21, 2025 at 2:00 p.m. (P.D.S.T.) by Email request to:
rshultz@wshcd.org, or Hard copy (for a nonrefundable fee of $25.00 per set) from West Side
Health Care District 115 Adkisson Way, Taft, CA 93268.
The Project consists of remodeling approximately 838 square feet of existing medical office
space to support the efficient delivery of multiple health care services. The work includes but is
not limited to general building construction, electrical, mechanical, plumbing, Title 24
compliance, and all work per Construction Plans and General Conditions. The Contractor shall
coordinate a work schedule with the District to ensure that medical services remain operational
during normal hours: Monday–Friday, 7:00 a.m.–9:00 p.m. and Saturday/Sunday, 10:00
a.m.–9:00 p.m. Work is expected to occur during normal business hours.
Each bidder must possess a valid and active California Contractor’s License, Class B (General
Building Contractor) at the time of bid submission and for the duration of the project. No bid will
be accepted from a contractor not duly licensed in accordance with Chapter 9 of Division 3 of
the California Business and Professions Code.
This project is a public works project subject to the provisions of California Labor Code Section
1770 et seq., including compliance with prevailing wage requirements. Pursuant to Labor Code
Section 1773, the Director of the California Department of Industrial Relations (DIR) has
determined the general prevailing wage rates in Kern County. Copies of the prevailing wage
rates are on file with the District and may also be obtained from the DIR website.
This project is subject to compliance monitoring and enforcement by the DIR under Labor Code
Section 1771.4. No contractor or subcontractor may be listed on a bid proposal or awarded a
contract unless registered with the DIR pursuant to Labor Code Section 1725.5.
Additional requirements for bidding are set forth in the Instructions to Bidders included in the
Bidding Documents. Without limiting those requirements, bids must be submitted on the Bid
Proposal Form provided by the West Side Health Care District.
The District reserves the right to reject any or all bids, to waive any irregularity, and to take all
bids under advisement for a period not to exceed 60 calendar days.
