Mission Statement

The mission of the West Side Family Health Care is to provide the most efficient and convenient quality medical care to all patients. We will do this by utilizing 100% of our knowledge, skills and abilities to treat each patient. Every patient will be treated with respect and care at each level of contact within the clinic, as we provide quality medical care and the highest quality customer service.

West Side Health Care District will meet the goals of this mission by:

  • Providing Health Care Services to the residents of the West Side Community and by enhancing, supporting, developing, and encouraging health care programs with agencies and other community groups.
  • Being proactive in identifying the most pressing healthcare needs of the community and outlying areas while not replicating the efforts of others.
  • Coordinate the healthcare resources, private and public, to achieve the goal of meeting priority healthcare needs.

The West Side Health Care District serves the communities of Taft, Maricopa, Ford City, SouthTaft, Valley Acres, Dustin Acres, Tupman, McKittrick, Fellows, Derby Acres and Lost Hills in western Kern County

Created by residents for residents, Healthcare Districts throughout California provide vital services for the community members who create and oversee them. As the most responsive form of local government, Healthcare Districts are established, operated, and controlled by local voters who understand each community’s concerns and ensure that each District is effectively meeting their local health care needs.

Our Leadership

Gerald A. Starr, District Office Executive Director

Gerald (Jerry) was born in Jerome, AZ. Jerry graduated from the University of Oklahoma with a degree in Business Administration and received a commission as a Second Lieutenant in the Medical Service Corps. Jerry later earned his Masters of Public Health degree from Yale University. Jerry left the Air Force with the rank of Major with over 23 years of active service. Jerry’s has served Kern County for over 30 years in CEO, COO and Vice President Positions at Bakersfield Memorial Hospital, Kern Medical Center, Mercy Hospital and Delano Regional Medical Center. Jerry is married to Robin. He is a Charter Member and Past President of the Rotary Club of Bakersfield Breakfast. Jerry also enjoys volunteer work in his Church, as a CASA Advocate, and serving at the Guild House in support of the Henriett a Weill Memorial Child Guidance Clinic.

Ryan Shultz, Director of Clinical Operations

Ryan was born and raised in Bakersfield, CA, and graduated from Westmont College in 2008 with a degree in Political Science. He is a graduate of the Kern Leadership Academy. Ryan is pursuing a Master of Science in Health Care Administration at California State University Bakersfield and will receive his degree in the Spring of 2019. Ryan has served the Westside for over 5 years as staff to Kern County’s Fourth District Supervisor. As a part of his graduate studies, Ryan’s thesis will define best practices for a Rural Health Clinic. As Director of Clinical Operations his duties include oversight and management of the Clinic’s operations and the District’s revenue cycle. Mrs. Robyn Melton, District Manager

Born in Taft, and a lifelong resident of the Westside, Robyn is proud to be part of such a great community. An active member of the Taft Kiwanis club, she loves participating in community service and enjoys camping and traveling with her family.  She has been married to her husband Steven since 1990 and they have three children together named Mariah, Sierra, and Tanner.  Robyn has been employed with the District since April 2008 and serves as Clerk of the Board. She is responsible for overseeing all of the day to day operations of the District, as well as handling many HR related activities. Summer Wood-Luper, Clinic Director

Summer holds a Bachelor of Science in Nursing degree and Public Health Nursing License from California State University Bakersfield. She is committed to helping her community attain the highest level of health and wellness through her role as Clinic Director. Raised in the Pacific Northwest, Summer loves exercise, nature, outdoor activities and community events. She and her husband live with their two children in Taft.
